About SETP

The European Union (EU) and the Government of Viet Nam are working together on a sustainable energy transition in Viet Nam. For this purpose, the EU and the Government of Viet Nam adopted the EU – Viet Nam Sustainable Energy Transition Programme (SETP) on 31 December 2021. This joint programme re-affirms the EU’s close cooperation and long-term commitment to Viet Nam’s goal of sustainable energy transition towards NetZero by 2050. 
 
The SETP, with an EU grant of EUR 142 million, will be implemented from 2022 to 2027. It follows the success of the EU – Viet Nam Energy Sector Policy Support Programme, an EUR 108 million grant by the EU for Viet Nam implemented from 2018 to 2021. 
 
The SETP consists of budget support of a maximum EUR 121,000,000 and four complementary support measures of up to EUR 21 million. The complementary support measures aim at strengthening institutional capacities and legal and technical frameworks; at supporting private sector activities and increasing overall awareness on the benefits of renewable energy and energy efficiency. These four complementary projects are: 
  1. The EU – Viet Nam Sustainable Energy Transition Facility (EVSET Facility) implemented by Stantec in consortium with Centre for Energy Environment Resources Development (CEERD), Danish Energy Management (DEM) and SNV Netherlands Development Organisation (SNV) ;
  2. Public Awareness Raising on Renewable Energy and Energy Efficiency in Viet Nam (PAR3E) implemented by OXFAM;
  3. Accelerating Energy Efficiency in Large Industries through Energy Management Systems, System Optimisation and Promotion and Adoption of Energy Efficiency in Small and Medium-sized Enterprises (IEEP) implemented by the United Nations Industrial Development Organisation (UNIDO);
  4. Accelerating Innovative Start-ups for Energy Efficiency (AIS4EE) implemented by the Global Green Growth Institute (GGGI).

The SETP continues to support the operation of the Viet Nam Energy Partnership Group (VEPG) consisting of the Government of Viet Nam and its international Development Partners. Since 2017, the VEPG has made efforts towards effective and efficient international support to sustainable energy development in the country, in line with national law and international agreements. In the period of 2022-2027, VEPG will provide a platform to coordinate dialogue, concrete actions, and inputs to fulfil Viet Nam’s vision of its energy transition.

Our Goal & Objectives

The SETP will contribute to achieve the Sustainable Development Goals, specifically Goal 7 – Ensure access to affordable, reliable, sustainable and modern energy for all and Goal 13 – Take urgent action to combat climate change and its impacts.

More specifically, the SETP aims to support Viet Nam in its sustainable energy transition to achieve the goals of NetZero by 2050, in line with the Paris Agreement. 

The three objectives are (i) improving energy efficiency, (2) increasing a larger share of renewable energy in the energy mix, and (3) enhancing performance of Viet Nam Energy Information System (VEIS).

Programme Steering Committee

The SETP Steering Committee is co-chaired by the EU and MOIT. The Steering Committee supervises the entire programme.
