Public Awareness Raising
on Renewable Energy and Energy Efficiency in Viet Nam (PAR3E)

Objective

The objective of the PAR3E project is to increase public and private-sector awareness on gender sensitive energy efficiency (EE) and renewable energy (RE) policies and practices, contributing to sustainable energy supply, consumption and security in Vietnam, the country’s transition towards a low-carbon economy, and increased gender sensitivity in the energy sector.

The PAR3E project is implemented by Oxfam in Vietnam in partnership with Vietnam Chamber of Commerce and Industry (VCCI) and Vietnam Journalists’ Association (VJA), with Ministry of Industry and Trade (MOIT) being the governing body.

Beneficiaries

  • Public: Ministries (MOF, MONRE, MARD,…), Energy state-owned enterprises, DOIT, provicial and district people’s committee; Women Union, Youth Union,…
  • Community: Women, men, LGBTI+, children, youths, workers, farmers,…
  • Private sector: Micro, Small and Medium Enterprises (MSMEs), financial institutions and commercial banks
  • RE/EE reporters, journalists, and relevant knowledge hubs and platforms

Areas of work

  • Public awareness raising on RE/EE through national public campaigns and community-based communications;
  • Awareness raising and capacity building for SMEs and banking/financial institutions to collaborate and practice gender sensitive RE/EE initiatives;
  • Capacity building on gender sensitive RE/EE communication for the public sector;
  • Capacity building and facilitating for the energy media network to effectively communicating RE/EE policies with increased gender sensitivity;
  • Analysis and recommendations for increased gender sensitivity in RE/EE policies.

Work progress

During March 2023 to August 2024, the Project has conducted comprehensive research comprising four sub-research among the general public, the public sector, and the media. The research aims to understand the situation, awareness, and behaviors/practices in RE/EE among households, schools, offices, SMEs, banking and financial institutions, as well as RE/EE communication by relevant public agencies and the media. Findings from this comprehensive research will inform the development of capacity building, public campaigns, and creative communications for increasing awareness on RE/EE among the target groups.
