Accelerating energy efficiency in large industries through energy management systems, system optimisation and the promotion and adoption of energy efficiency in small and medium-sized enterprises (IEEP)

Objective

The overall objective of this project is to promote and stimulate market demand and increase the adoption of energy efficiency practices by industry (including large energy consumers – Designated Industrial Enterprises (DEUs) – and Small and Medium-sized Enterprises (SMEs)) for greater energy performance, reduced carbon footprint, and enhanced productivity and competitiveness.

Beneficiaries

The IEEP project is supporting:

  • Large enterprises (DEUs) and SMEs operating in 10 industrial sectors, including seafood, food-processing, textiles and garment, rubber, pulp and paper, cement, metallurgy and steel, chemicals and fertilisers, plastics and beverages;
  • Government authorities (local and central government agencies);
  • Equipment manufacturers/suppliers/distributors;
  • Engineers;
  • Relevant industrial associations;
  • Energy Conservation Centres (ECCs), Energy Service Companies (ESCOs );
  • National experts/consultants;
  • Financial institutions.

Stakeholders

Throughout the IEEP project, UNIDO will work closely with DEESD/MOIT and other stakeholders, including:

  • The Vietnam Standards and Quality Institute (VSQI) under the Standards, Metrology and Quality (STAMEG) – Ministry of Science and Technology (MOST).
  • The Industrial Promotion and Development Consultancy Centre in Hanoi, Hanoi Department of Industry and Trade (DOIT).
  • Saigon Innovation Hub under Ho Chi Minh City Department of Science and Technology (DOST).
  • Vietnam Energy Conservation and Energy Efficiency Association (VECEA).

Working progress

Component 1:

The project is developing the draft version of technical regulations on energy audit; completed 02 draft versions of guidelines on SSO and CASO, the TOR on EnMS guideline and starts the process of procuring services (on EnMS guideline); completed the draft version of TCVN ISO 50005 and commented by the Project Office; organized the workshops to introduce the new ISO 50001:2018 & other related ISOs to 151 persons from government agencies, consulting companies and industrial enterprises; 74 industrial management personnel from Industrial Enterprises (IEs) and 74 other participants from relevant GOV agencies, EESPs, Technology Universities/Institutes, Financial/banking institutions, Certification Bodies and related EE projects) participated in awareness WS on EnMS and SO, set up and implemented  a peer-to-peer network among trainers, enterprises’ personnel & trainees (NE) participating in training courses, etc.

Component 2:

The project revised the training materials, software, and tools on EnMS; 68 national experts and 51 energy managers from IEs were trained on EnMS; training materials on steam system optimisation (SSO) and compress air system optimisation (CASO) are being revised; training program and training materials on cooling (chiller) & refrigeration (CRSO) are being developed; 64 national experts and 122 industrial personnel were trained on SSO and CASO, etc.

Component 3:

The project is focusing on selecting and implementing demonstration sites on EnMS, SSO and CASO; replication projects on EnMS and SO in IEs, energy efficiency projects by SMEs are expected to be implemented from 2025.
