Accelerating energy efficiency in large industries through energy management systems, system optimisation and the promotion and adoption of energy efficiency in small and medium-sized enterprises (IEEP)

Objective

The overall objective of this project is to promote and stimulate market demand and increase the adoption of energy efficiency practices by industry (including large energy consumers – Designated Industrial Enterprises (DEUs) – and Small and Medium-sized Enterprises (SMEs)) for greater energy performance, reduced carbon footprint, and enhanced productivity and competitiveness.

Beneficiaries

The IEEP project is supporting:

  • Large enterprises (DEUs) and SMEs operating in 10 industrial sectors, including seafood, food-processing, textiles and garment, rubber, pulp and paper, cement, metallurgy and steel, chemicals and fertilisers, plastics and beverages;
  • Government authorities (local and central government agencies);
  • Equipment manufacturers/suppliers/distributors;
  • Engineers;
  • Relevant industrial associations;
  • Energy Conservation Centres (ECCs), Energy Service Companies (ESCOs );
  • National experts/consultants;
  • Financial institutions.

Stakeholders

Throughout the IEEP project, UNIDO will work closely with the Agency for Innovation, Green Transition and Industry Promotion (IGIP)/MOIT and other stakeholders, including:

  • The Vietnam Standards and Quality Institute (VSQI) under Commission for Standards, Metrology and Quality of Vietnam (STAMEQ) – Ministry of Science and Technology (MOST).
  • The Industrial Promotion and Development Consultancy Centre in Hanoi, Hanoi Department of Industry and Trade (DOIT).
  • Saigon Innovation Hub under Ho Chi Minh City Department of Science and Technology (DOST).
  • Vietnam Energy Conservation and Energy Efficiency Association (VECEA).

Work progress (by 30 June 2026)

Component 1:

  • Key Highlights & Completed Deliverables
    • Recommendations for technical regulations on energy auditing proposed to MoIT 
    • Updates/ Revision of technical guidelines on EnMS implementation completed.
    • Technical guidelines on system optimisation (including steam, compressed air, refrigeration, cooling, pumping, and electric motors) revised/ updated/ developed.
    • ISO 50005 converted into the National Standard (TCVN).
    • 14 awareness-raising and dissemination workshops organized across 06 key provinces and cities, generating strong momentum and stakeholder buy-in on industrial energy efficiency. 
  • Strategic Initiatives: A high-level study tour to Germany and the Netherlands was organized, contributing directly to the policy dialogue, revision, and official passage of the revised Law on Economical and Efficient Use of Energy (passed in June 2025).
  • Ongoing Activities: Finalizing recommendations for the development of a recommended incentive program/scheme for Small and Medium Enterprises (SMEs).

Component 2:


Overall Training Reach & Capacity Building

  • Current Total Delivery: Successfully organized 41 training courses, reaching a total of 1,851 participants (including 724 experts/consultants/equipment suppliers and 1,127 energy managers and technical personnel of industrial enterprises.
  • Completed training programmes: 
    • Expert and User training programmes on Energy Management Systems (EnMS) 
    • Expert/ User/Vendor training programmes system optimisation (steam systems and compressed air systems) 
    • ToT training course on energy audit
    • Training course on ISO 50003 and ISO 50015 
    • Training course on financial analysis for energy efficiency investment 
  • On-going training programmes: 
    • Expert and User training programmes on system optimisation (refrigeration, cooling, pumping, and motors).
    • Training courses on operational improvement and energy efficiency for SMEs
  • Practical Work: By embedding practical exercises into the training curriculum, the project trainees have directly assisted 81 enterprises in implementing EnMS and conducting system optimization assessments.

Component 3:

The Project has successfully signed contracts with 09 consultancy firms to provide technical assistance for the implementation of EnMS, system optimisation and energy efficiency in industrial enterprises including:

  • 21 Demonstration (DEMO) projects on Energy Management System (EnMS) implementation and industrial system optimization.
  • 27 Replication projects on EnMS practices and system optimization.
  • Support to 30 SMEs on operational improvement and energy efficiency measures.
