The EU – Viet Nam Sustainable Energy Transition Facility (EVSET Facility)

Objective

The EU – Viet Nam Sustainable Energy Transition Facility (EVSET Facility) is contributing to the SETP objectives of (i) improved energy efficiency, (ii) a larger share of renewable energy in the energy mix, and (iii) improved performance of the Viet Nam Energy Information System.

The Facility provides Technical Assistance to both MOIT and Non-MOIT Entities on a demand-driven basis, expertise and capacity development in areas such as technology and knowledge transfer through cooperation in areas like research, higher education and R&D for renewable energy and energy efficiency, renewable energy and energy efficiency policy, legal and regulatory frameworks, norms and technical standards, power market analyses, energy governance, energy information systems, energy budgeting and planning.

The EVSET Facility is implemented on be-half of the European Union by a Consortium led by  Stantec, Belgium, in association with the Centre for Energy Environment Resources Development Foundation (CEERD), Thailand; Denmark Energy Management (DEM), Denmark; and Netherlands Development Organisation (SNV), The Netherlands.

Beneficiaries

The primary beneficiaries of the Facility are Ministry of Industry and Trade (MOIT) ­­and its subsidiary institutions. Other beneficiaries include other energy stakeholders, like the Provincial People’s Committees (PPCs), relevant Committees of the National Assembly (NA), the Ministry of Planning and Investment (MPI), the Ministry of Finance (MoF), the Ministry of Natural Resources and Environment (MONRE), the Ministry of Science and Technology (MoST), etc., and other relevant social organisations.

Areas of work

The Technical Assistance for MOIT Entities will be identified and selected through intensive discussions with MOIT’s entities and the EUD. These activities will support MOIT in achieving its missions in the energy sector towards the commitment of the Government of Viet Nam of Net-Zero in 2050 with international support.

Direct MOIT Entities for the TAs are mainly EREA, DEESD, ERAV, OGCD and potentially EVN, PVN and VINACOMIN, IEV under certain conditions to be approved by MOIT.

Technical Assistance is provided to Non-MOIT entities through Calls for Technical Assistance (CfTA), which will be announced publicly annually. Accordingly, specific guidelines are provided for each call, and the specific technical assistance to be implemented by the Facility will be selected by MOIT and endorsed by EUD.

The main beneficiaries of these technical assistance are other energy stakeholders like the Provincial People’s Committees and Provincial Departments, relevant Committees of the National Assembly and Communist Party, the Ministries (MPI, MOF, MONRE, MOST, MOT, MOC, etc.), Vietnamese Research & Development and Higher Education Institutions, and relevant Vietnamese social and professional organisations.

VEPG Secretariat under the Facility is to support the VEPG and foster policy dialogue and thematic dialogue between the Viet Nam side, Development Partners, state-owned companies and non-state actors on energy development in the context of the Sustainable Development Goals and the Paris Agreement on climate change.

The primary responsibility of the VEPG Secretariat is to support the operation of the VEPG, including assistance with the preparation of the VEPG and TWGs annual workplans, organisation of High-level meetings, Steering Committee and TWG meetings, preparation of TWGs progress and monitoring reports. In addition, the VEPG Secretariat supports the TWGs in establishing ad-hoc Task Forces (TFs), allowing intensive work on specific, priority topics that fall within their scope of work to be developed.

In early 2022, the VEPG was restructured with five Technical Working Groups (TWG): TWG 1 – Strategic Power Planning, TWG 2 – Renewable Energy , TWG 3 – Grid Integration and Grid Infrastructure, TWG 4 – Energy Efficiency, and TWG 5 – Energy Market. Under each TWG, ad hoc Task Forces are established to work intensively on specific priority topics. The TWGs’ members are implementing the task forces.

Since the SETP budget support has increased the State funding for Viet Nam to achieve its ultimate goal of energy transition, the EVSET Facility is responsible for verifying the outcomes of this budget support on annual basis. This work is conducted through an evidence-based monitoring and verification system against the agreed performance indicators and Sector Policy Analysis between the Government of Viet Nam and the EU.

The EVSET Facility will support communication and visibility of the whole EU – Viet Nam Sustainable Energy Transition Programme and Team Europe support to the energy sector in Viet Nam among the public, the media and energy sector stakeholders.
