Development of a Handbook for Innovative Startups in the Field of Energy Efficiency in Vietnam

On the afternoon of August 12 in Hanoi, the Ministry of Industry and Trade coordinated with international organizations to hold a seminar on the development of a Handbook for Innovative Startups in the Field of Energy Efficiency.

The technical seminar “Development of the Handbook for Innovative Startups in the Field of Energy Efficiency in Vietnam – From Idea to Practice” is an activity under the project “Accelerating Innovative Start-ups for Energy Efficiency” (AIS4EE), led by the Ministry of Industry and Trade, funded by the European Union (EU), and co-funded by the Global Green Growth Institute (GGGI).

The seminar was attended by international organizations, technical experts, business representatives, investors, startup organizations, and policy-making agencies.

Ms. Nguyễn Thị Lâm Giang, Director General of the Agency for Innovation, Green Transition, and Industry Promotion (IGIP)—Ministry of Industry and Trade, delivers the opening remarks of the seminar

The seminar aimed to share data, collect opinions, and identify gaps in infrastructure and policies supporting innovative startups (IS) and energy efficiency (EE) in Vietnam. Through group discussions and expert contributions, participants reviewed, supplemented, or adjusted content to complete sections of the Handbook for Innovative Startups in Energy Efficiency.

The event also served as an opportunity for stakeholders to exchange experiences, propose solutions, and establish cooperation, aiming to promote the EE startup ecosystem in priority sectors, contributing to enhancing competitiveness, applying technology, and expanding the market in Vietnam.

According to Ms. Nguyễn Thị Lâm Giang, Director General of the Department of Innovation, Green Transformation, and Industrial Promotion – Ministry of Industry and Trade, the Handbook is expected to meet the needs of different user groups such as students, experts, scientists, startup support organizations, research and training units, and especially startups with solutions for energy-saving and energy-efficient applications in industry, transport, and construction sectors in Vietnam.

“The Ministry of Industry and Trade believes that with the presence of technical experts, business representatives, investors, startup organizations, and policy-making agencies, the seminar will provide practical contributions, helping the Handbook not only to be complete in content and become a useful tool for startups in the field of energy efficiency, but also to serve as a foundation to establish the startup ecosystem in the field of energy efficiency and future development,” Ms. Lâm Giang emphasized.

Ms. Kristina Buende, Head of Cooperation at the EU Delegation in Vietnam, highlighted the role of the AIS4EE Project

Ms. Kristina Buende stated that the AIS4EE Project is implemented to support startups and youth groups in developing new ideas to meet Vietnam’s growing energy demand, while also contributing to the achievement of net-zero emissions by 2050. An important highlight of the AIS4EE Project is the launch of the practical Handbook, which guides startups from the idea stage to implementation.

At the seminar, participants heard information about the AIS4EE Project and the practical application of the Handbook for Innovative Startups in Energy Efficiency. Accordingly, the users of the Handbook are early-stage startups; investors and incubators; policymakers and lecturers; and support organizations.

The goal of using the Handbook is to provide specific guidance on the startup journey in energy efficiency in Vietnam, from the idea stage to building and growing a business; understanding the market context, policies, and industry characteristics; accessing tools for market validation, prototyping, and product launch; as well as exploring technology trends and investment opportunities suitable for the Vietnamese context.

The Handbook is divided into 10 chapters, revolving around 3 main content areas, providing information and practical guidance suitable for the innovation and energy efficiency ecosystem in Vietnam:

Firstly, introducing an overview of the energy efficiency startup ecosystem in Vietnam, including participating components, roles, and linkages between businesses, research institutes, support organizations, investment funds, and regulatory agencies. The content also analyzes potential opportunities by priority sectors: industry (production process optimization, waste heat utilization, fuel switching), construction (green design, energy-saving materials, application of smart management systems), and transport (development of electric, hybrid, clean fuel vehicles, logistics optimization).

Secondly, presenting the startup development process, from idea generation based on market demand, developing a minimum viable product (MVP), to completing the business model. The Handbook guides the building of the initial team with a combination of technical expertise and management skills, and identifies important support resources such as green investment capital, government incentive programs, skilled workforce, and available technical infrastructure.

Thirdly, innovation and technology application strategies in energy efficiency, including trends such as IoT, AI, and smart energy management solutions. The content also addresses branding, market penetration, customer acquisition, and growth orientation for sustainable development through expanding products, services, and markets. To illustrate, the Handbook introduces some typical enterprises that have succeeded in this field, such as startups in energy-efficient lighting, building energy management, and renewable energy storage systems.

Within the seminar framework, participants also spent significant time exchanging, discussing, and contributing ideas to complete the content of the Handbook for Innovative Startups in Energy Efficiency in Vietnam.

Comments focused on adding practical guidance, updating technology trends, and adjusting structure and presentation to make the Handbook a useful, accessible, and highly applicable tool for the startup community.

The AIS4EE Project is led by the Ministry of Industry and Trade, funded by the EU, and co-funded by the Global Green Growth Institute (GGGI).

The Project is implemented with the aim of enhancing energy efficiency in three key sectors in Vietnam: industry, transport, and construction. At the same time, it supports Vietnam’s National Program on Energy Efficiency through increased mobilization of investment in innovative business solutions.
