EU-Supported Training Workshop Boosts Readiness for Implementing Viet Nam’s Climate Goals

On 9 December 2025 in Ho Chi Minh City, the EU–Viet Nam Sustainable Energy Transition Facility (EVSET Facility), in collaboration with the Agency for Innovation, Green Transition, and Industry Promotion (IGIP) under the Ministry of Industry and Trade (MOIT), organised a training workshop on “Enhancing Capacity for Greenhouse Gas Emission Inventory, Measurement, Reporting, and Mitigation Verification in the Industry and Trade Sector.” The workshop forms part of the European Union’s technical support to strengthen Viet Nam’s climate governance and fulfil its commitments under the EU–Viet Nam Sustainable Energy Transition Programme (SETP).

Viet Nam has set a goal of reaching net-zero emissions by 2050. To achieve this, more than 1,800 factories and enterprises under the industry and trade sector must measure and report their greenhouse gas emissions and, from 2026, develop plans to reduce them. IGIP and provincial Departments of Industry and Trade (DOITs) are responsible for guiding these enterprises and checking their compliance. The workshop, structured as a Training of Trainers (ToT), enabled IGIP and DOIT staff to deepen their understanding of legal requirements, learn how to calculate emissions, and practise developing mitigation and monitoring plans using EVSET-supported guidelines and practical tools.

Speaking at the event, Mr. Dao Duy Anh, Deputy Director General of IGIP, emphasized the critical need to strengthen capacity across the entire sector. He noted that establishing a clear and reliable system for measuring and reporting emissions is fundamental to achieving Viet Nam’s climate objectives. He also underscored that robust capacity at both national and provincial levels is necessary to support enterprises and ensure effective implementation.

Representing the EVSET Facility, Mr. Nguyen Quoc Khanh, Energy Policy, Institutional, and Regulatory Expert, reaffirmed the Facility’s continued support. He noted that the EVSET Facility, under the SETP Programme, is committed to working with IGIP to strengthen technical expertise and provide practical tools. He emphasized that the training is designed to help public agencies and enterprises in Viet Nam prepare effectively for upcoming climate-related requirements.

The workshop brought together over 40 participants from IGIP and DOITs in Ho Chi Minh City and nine other provinces. Through presentations and hands-on exercises, the training helped participants build practical skills they can apply directly in their daily work.

This training workshop provides a practical example of how the EVSET Facility is helping implement the goals of the EU–Viet Nam Sustainable Energy Transition Programme (SETP). By enhancing the capacity of IGIP and provincial DOITs to guide enterprises in meeting upcoming GHG requirements, the workshop directly supports a more transparent, reliable, and accountable system for climate-related data in the industry and trade sector. These improvements are crucial for planning and monitoring Viet Nam’s wider energy-transition efforts. Looking ahead, the EVSET Facility will continue working with MOIT agencies to strengthen the technical and institutional foundations needed for a cleaner and more sustainable energy sector.
