JETP Secretariat convenes to accelerate project implementation

(Hà Nội, May 22, 2025) – The Ministry of Industry and Trade (MOIT) convened a meeting of the Secretariat for the implementation of the Political Declaration on the Just Energy Transition Partnership (JETP), chaired by Deputy Minister Nguyễn Hoàng Long.

The meeting focused on reviewing progress on the tasks outlined in Prime Ministerial Decision No. 1009/QĐ-TTg dated August 31, 2023, which approved the Implementation Plan for the JETP Declaration and the Secretariat’s responsibilities.

Participants included representatives from various MOIT departments—Innovation, Green Transformation and Industrial Promotion; Electricity; Foreign Market; and Petroleum and Coal—as well as affiliated research institutes, universities, and major energy groups including EVN, PVN, and TKV. Representatives from other key ministries—Finance; Foreign Affairs; Home Affairs; Public Security; Science and Technology; Construction; Agriculture and Rural Development; and Natural Resources and Environment—also attended, alongside the State Bank of Vietnam.

In his opening remarks, Deputy Minister Nguyễn Hoàng Long acknowledged recent developments, notably the United States’ withdrawal from the JETP Declaration. However, he emphasized that international partners have remained engaged, continuing their commitment through ongoing dialogues and preparations to announce the first set of JETP-funded projects. He noted that these efforts signal meaningful progress and called on relevant ministries and agencies to work closely together to swiftly address any issues raised by partners regarding specific projects.

The Deputy Minister highlighted that the recently revised PDP8 provides a crucial foundation for advancing energy projects and serves as a reference for selecting projects eligible under the JETP framework.

On behalf of the MOIT’s Department of Innovation, Green Transformation and Industrial Promotion, Deputy Director General Quách Quang Đông presented an update on JETP implementation. As the Standing Agency of the JETP Secretariat, MOIT has actively coordinated with relevant ministries, the International Partners Group (IPG), and other stakeholders to deliver key milestones.

According to Mr. Đông, in 2024, the Secretariat and international partners identified eight projects meeting JETP criteria for funding and implementation. Among these, three have made notable progress:

  • Bắc Ái Pumped Storage Hydropower Project – Phase 2, recently inaugurated, is the first JETP project to secure funding. Financial support comes from AfD, JICA, KfW, EIB, CDP, and Proparco. All six donors have agreed on key terms with EVN, and formal agreements are expected soon.
  • Tri An Hydropower Plant Expansion Project, for which KfW has shown strong interest. Stakeholders are working to finalize the loan agreement.
  • 500kV Transmission Infrastructure Project, including the Bình Dương 1 Substation, Đồng Nai 2 Substation, and the Bình Dương 1 – Sông Mây – Tân Định transmission line. AfD is actively engaged, with a funding agreement for the Bình Dương component anticipated by the end of May 2025.

Mr. Đông also noted that on May 16, MOIT submitted 25 preliminary project proposals to partners. A joint review by IPG, the Glasgow Financial Alliance for Net Zero (GFANZ), and MOIT will take place in early June to select additional projects for the JETP pipeline.

Discussing challenges faced by international partners, Mr. Tăng Thế Hưng, Deputy Director General of the Electricity and Renewable Energy Authority (EAV), acknowledged that while some projects are progressing well, others face hurdles that fall within the purview of various ministries. He urged stronger coordination to resolve these issues and ensure timely implementation.

Participants contributed insights on policies and mechanisms, financing options, stakeholder coordination, and how to uphold the principle of “equity” in the energy transition process.

In his closing remarks, Deputy Minister Nguyễn Hoàng Long called for continued close collaboration between ministries, the MOIT-led Secretariat, and the JETP Support Unit (UNDP) to address obstacles and accelerate the rollout of eligible projects. He stressed that international partners must prioritize equity—including employment, skills development, social protection, and support for vulnerable groups—throughout the JETP implementation process.

The Secretariat reaffirmed its commitment to working alongside international partners to advance a just energy transition in Vietnam, mobilizing resources to support the country’s green and sustainable development path.
