On January 6, 2025, the EVSET Facility hosted an Information Day for the 2nd Call for Technical Assistance (CfTA2) with the theme “Energy Efficiency”. Held both in-person and online formats, the session received several questions from participants, which were addressed as follows.
- In the background section, is it necessary to cite sources for information or data, as in a scientific research paper?
Answer:
Key points for applicants to note in the background section:
- If supporting evidence is provided for the information or data cited in the proposal, the source must be clearly indicated by including a reference in parentheses (e.g., from which document, report, study, or issuing agency).
- If sources cannot be identified or located in time, the citation can be left blank. The Facility team will review and verify the data (if necessary) to ensure the accuracy and reliability of the information provided in the proposal.
- Once selected and preparing the Full Technical Assistance Proposal (FTAP), all information and data must be fully referenced. Applicants are responsible for the accuracy of any cited information or data.
This ensures transparency and accuracy in evaluating the information used during the proposal review process.
- The first question is whether the Facility team can assist us in evaluating whether our concept note aligns with the Call’s objectives and ensure it does not overlap with work already undertaken by other entities. Additionally, we lack experience in preparing proposals that adhere to financial guidelines like these, making it challenging to develop a budget estimate or fully understand the EU cost norms. If possible, could the Facility provide a sample budget from a previous phase to serve as a reference, helping us create one that better meets the requirements?
Answer:
Potential applicants need to develop Concept Notes by themselves following provisions including Concept Note template provided in the Guidelines without support from the Facility team. The Concept Note template does not require a budget. Please refer to Section 3. Overall Process of the Guidelines for 2nd Call for Technical Assistance (Guidelines) for further details.
- When developing the concept note, which channels can we use to address questions? Is there contact information available, or is communication only through EVSET email?
Answer:
As stated in Section 3. CfTA2 Overall Process of the Guidelines, all inquiries can be sent by e-mail and/or through the CfTA2 section on the SETP website (in the “Q&A” section) no later than the 20th of January 2025 to the following address. The Facility team has no obligation to provide clarifications of the questions received after this date.

- Could the Facility explain more in detail about “Technology and knowledge transfer”?
Answer:
Technology and knowledge transfer refers to the process of sharing expertise and experience through technical consulting and support, contributing to capacity building and improving the performance of the Applicant’s mandate. In this context, technology and knowledge transfer may take the form of study tours, awareness-raising activities, or professional skill development.
The Facility does not provide direct financial support to applicants, nor does it finance the procurement of equipment or the actual transfer of technology. Instead, the focus is on specialized consultancy and technical support from experts to address needs in new areas or topics requiring assistance.
- Could the Facility elaborate on capacity-building workshop/training activities for schools/universities?
Answer:
Capacity developing and building support for schools/universities should address directly capacity development and building needs of the related schools/universities, for example: proposed activities could be assessing the gaps between existing curricula taught by lecturers and researchers and international best practice curricula and standards, providing international assistance to close the gaps.
