Hanoi, 27 January 2026 – Following the launch of the Third Call for Technical Assistance on 6 January 2026, the EU–Viet Nam Sustainable Energy Transition Facility (EVSET Facility)—one of four complementary support projects under the EU–Viet Nam Sustainable Energy Transition Programme (SETP)—organized an Information Session.
The event provided detailed information on this call, including eligible themes and activities, eligible applicants, the Technical Assistance Concept Note (TACN) template, evaluation criteria, and the overall application process. It also offered an opportunity for participants to ask questions and seek clarifications. The information session aimed to help interested organisations in preparing eligible and high-quality proposals.
The information session attracted strong interest from 60 participants joining both in person and online from across the country and overseas. The lively discussion featured a wide range of questions, all of which were addressed during the session. To ensure broader access, responses will be published in the CfTA3 FAQs section for organisations that were unable to attend.

Delivering the opening remarks, Ms. Kristina Buende, Head of Cooperation of the Delegation of the European Union to Viet Nam, emphasised the importance of the Third Call for Technical Assistance under the EVSET Facility. Speaking on behalf of the European Union as the donor, she noted that the call provides a practical mechanism to translate Viet Nam’s energy transition priorities into action by delivering demand-driven technical assistance that strengthens institutions, improves policies, and builds the capacity needed to support a sustainable energy transition.

Speaking on behalf of the Ministry of Industry and Trade, Mr. Tran Manh Ha, a representative of the Electricity Authority of Viet Nam (EAV)—one of the government’s implementing partners of the EVSET Facility—welcomed the launch of the Third Call for Technical Assistance. He also commended the timely and practical support provided by the European Union through technical assistance activities, which contributes to advancing Viet Nam’s sustainable energy transition in line with the objectives and development orientations of the energy sector.

This is the third call for technical assistance under the EVSET Facility, following two earlier calls launched in 2023 and 2024. It is open specfically to non-MOIT public institutions, research and academic organisations, and social and professional organisations in Viet Nam. Technical assistance packages selected under previous calls are currently being implemented. As with earlier calls, support will be provided in the form of expertise and associated eligible costs for the delivery of the technical assistance package, rather than through direct grants.
