Hanoi, 15–16 October 2026 – The EU–Viet Nam Sustainable Energy Transition (EVSET) Facility, and the Electricity Authority of Viet Nam (EAV), Ministry of Industry and Trade (MOIT) through the Center for Energy Information and Electricity Market Development (EAVCED) co-organised the third and last training programme in a series of three regional training sessions aimed at strengthening the collection, validation and reporting of data to the Viet Nam Energy Information System (VEIS).

The programme brought together 32 participants from northern provinces and cities, representing key institutions and enterprises across the energy sector, including Departments of Industry and Trade, electricity generators and independent power producers, power system and electricity market operators, transmission and distribution utilities, and state-owned energy corporations. The training series is part of the European Union’s support to Viet Nam through the EVSET Facility under the EU–Viet Nam Sustainable Energy Transition Programme (SETP), which provides EUR 142 million in grant funding and contributes to the country’s transition towards a cleaner, more sustainable and resilient energy system.
The training in Hanoi was opened by Mr. Tang The Hung, Deputy Director General of EAV, and Ms. Kristina Bünde, First Counsellor, Head of Partnerships of the European Union Delegation to Viet Nam.

In his opening remarks, Mr. Tang The Hung emphasised: “Sustainable energy transition, ensuring national energy security, and developing a competitive electricity market are urgent priorities for Viet Nam’s energy sector. To support effective state management in this context, it is therefore essential to develop a comprehensive and modern National Energy Information System capable of enabling data-driven decision-making.”
The European Union has supported the development of VEIS through several stages, from earlier technical assistance for its roadmap, action plan and institutional foundations to more recent support in further improving the quality of energy data. Highlighting the importance of strengthening energy data reporting for Viet Nam’s energy transition, Ms. Kristina Bünde said: “As Viet Nam’s energy sector continues to grow and become more complex, the availability of reliable and high-quality energy data is becoming ever more important. Such data enable policymakers and energy institutions to better understand sectoral developments, plan for future energy needs, and make informed decisions, particularly as Viet Nam advances the integration of renewable energy into its electricity system.”

During the two-day programme, participants strengthened their understanding of data-reporting requirements under Circular No. 34/2019/TT-BCT and Circular No. 42/2024/TT-BCT, practised completing existing VEIS reporting templates, and were introduced to draft templates on power system and electricity market data, providing practical feedback to inform their further refinement.

Experts from the EVSET Facility co-delivered the programme with technical officials from EAVCED, covering the legal and institutional framework underpinning VEIS and clarifying key reporting requirements, including reporting scope, reporting entities, frequency and templates. Participants then took part in hands-on exercises on completing and submitting VEIS reporting templates, checking data for completeness, validity and consistency, verifying information before submission, and identifying and addressing common errors in data compilation, entry and transmission.

Through the exercises, group discussions and question-and-answer sessions, participants shared practical challenges encountered in fulfilling their reporting responsibilities and explored ways to address them. The sessions also helped clarify the respective roles of different groups of data suppliers and provided an opportunity to discuss data flows, verification and feedback procedures, coordination mechanisms, and response timelines between data providers at central and local levels.

The training programme in Hanoi built on the success of the two previous regional training sessions in Ho Chi Minh City and Da Nang, which brought together more than 65 participants from energy-sector organisations across southern and central Viet Nam. These sessions offered valuable opportunities to deepen understanding of VEIS reporting requirements and to exchange practical experience.

Developed in close collaboration with EAVCED, the training series responds to practical needs to further improve the quality and consistency of data reported to VEIS, and contributes to strengthening capacity to organise similar training programmes for data suppliers. By equipping data suppliers with a clearer understanding of reporting requirements and practical skills in data preparation and verification, the series contributes to reinforcing VEIS as a reliable national source of energy information for planning, policymaking and Viet Nam’s energy transition.
