Technical Assistance to Non-MOIT Entities towards the sustainable energy transition in Viet Nam

The EU – Viet Nam Sustainable Energy Transition Facility (EVSET Facility) launched the first Call for Technical Assistance for Entities beyond the Ministry of Industry and Trade (MOIT) of Viet Nam within the EU-funded programme “EU – Viet Nam Sustainable Energy Transition Programme” (SETP). 

The Technical Assistance (TA) to Non-MOIT Entities will contribute to the objectives of the SETP to accelerate the sustainable energy transition in Vietnam. Its goals are to (i) improve energy efficiency, (ii) increase the share of renewable energy in the energy mix, and (iii) improve performance of the Viet Nam Energy Information System (VEIS). 

This Call for Technical Assistance is open to ministries and public institutions beyond MOIT at both national and provincial levels. In addition, it also targets key energy actors from academic & research institutions and social organisations. 

The Call focuses on three Eligibility fields – Energy Efficiency, Renewable Energy and VEIS. Each TA will be between EUR 50,000 and EUR 100,000 in terms of estimated cost and shall not exceed 12 months of implementation.

This Call for Technical Assistance is open from 5 June 2023 and closed on 28 July 2023 at 23h59 (Hanoi time).

We’re delighted to announce that, after a thorough selection process, the following two TACNs have been selected for Step 2:

  • Research the impacts on labor force and disadvantaged groups of coal-fired thermal power plants of state corporations EVN,  VINACOMIN and PVN and related service supply chains in the energy transition, considering support measuresby the Viet Nam Institute of Energy (IEVN).
  • Capacity development and building for solid biofuels value chain key actors in Vietnamby the Vietnam National University of Forestry (VNUF). 
  • Shifting the use of coal at cement factories in Quang Binh province, reducing fossil fuel consumption and enhancing waste treatment efficiency towards a circular economyby  School of Chemistry and Life Sciences.

We will work closely with the selected applicants during the FTAP preparation phase.

We invite eligible entities to submit their Technical Assistance Concept Notes (TACN) in the framework of the first Call for Technical Assistance of the EVSET Facility.

General conditions

Place of TA is
Viet Nam

Language of TA is English or Vietnamese

Duration of TA is up to 12 months

Budget of each TA shall be between EUR 50,000 & 100,000 in terms of estimated cost

Eligible applicants

This CfTA1 is open to all non-MOIT ministries and public institutions at both the central and provincial levels, including their subsidiary institutions, academic and research institutions, and social and professional organizations. However, MOIT’s public service units, such as universities and research institutes, are also eligible. The private sector is NOT eligible for this Technical Assistance. The applicant must be Vietnamese.

Eligible Applicants, but not limited to, are:

  • Ministries and ministerial-level organizations, such as the Ministry of Planning and Investment (MPI), Ministry of Finance (MOF), Ministry of Natural Resources and Environment (MONRE), Ministry of Science and Technology (MOST), Ministry of Transport (MOT), Ministry of Construction (MOC), and their subsidiary institutions;

  • MOIT’s public service units, including the Institute of Energy (IE) and the Vietnam Institute of Strategy and Policy for Industry and Trade (VIOIT);

  • Provincial People’s Committees (PPCs) and Provincial Departments (e.g., Departments of Industry and Trade [DOITs], Departments of Transport [DOTs]);

  • Vietnamese Research & Development (R&D) institutions and Higher Education institutions;

  • Vietnamese Social and Professional Organizations, such as the Vietnam Steel Association and the Vietnam Association of Seafood Exporters and Producers.

Milestones

An information session will be held on 28 June 2023 in Ha Noi to provide detailed information about the call, including the CfTA1 guidelines, TACN application template and selection criteria and answer the questions of potential applicants.
