On 3 December, in Hanoi, the Ministry of Industry and Trade and the Delegation of the European Union (EU) to Vietnam held the 4th Steering Committee meeting of the EU-Vietnam Sustainable Energy Transition Programme (SETP). The meeting was co-chaired by Deputy Minister of Industry and Trade Nguyễn Hoàng Long and EU Ambassador to Vietnam Julien Guerrier.
The session focused on reviewing the progress of the budget support component and additional support projects under SETP. During the meeting, the Steering Committee also reviewed, provided comments, and officially approved the annual work plan for the supplementary support projects.
Speaking at the session, Deputy Minister Nguyễn Hoàng Long noted that this is the annual regular meeting for receiving updates and assessments on project implementation progress.
“SETP has delivered very good results, especially as Vietnam strongly accelerates its energy transition following its commitment to reach net-zero emissions by 2050 at COP26. In the current context, we see more clearly the leading role of the European Union and its partners in supporting Vietnam—and many other countries—along this challenging path ahead.”

According to the Deputy Minister, in coordination with relevant agencies of the Ministry of Industry and Trade, the parties are actively implementing SETP’s projects.

Moreover, the Ministry’s leadership shared that, recently, Vietnam has received strong messages and commitments from EU leaders about continuing support and cooperation with countries including Vietnam. This may include consideration of new cooperation programs. However, for new programs to be considered, current collaborations must demonstrate effective, practical implementation that benefits Vietnam, its people, and the agencies executing SETP.

Ambassador Julien Guerrier added that this year marks the 35th anniversary of establishing diplomatic relations between the European Union and Vietnam. Over decades, their partnership has evolved into a deep and lasting relationship, built on shared trust, common priorities, and a shared vision for sustainable development. In that context, energy cooperation is at the core of this partnership. Through SETP, the EU is proud to support Vietnam in accelerating its green transition, making the energy sector cleaner and more flexible.
He commended Vietnam’s efforts in implementing the revised Power Development Plan VIII and advancing the roadmap for a fair energy transition. “We fully understand Vietnam’s efforts and are always ready to support to help achieve concrete results,” he said.
At the meeting, representatives from the Electricity Authority of Viet Nam (Ministry of Industry and Trade) presented a report on the progress of the budget support component of SETP—including progress on implementing logical framework targets, execution of energy policies, disbursement indicators, and the status and feasibility of planned indicators.
In addition, representatives from the additional support projects—including the EVSET Facility (EU-Viet Nam Sustainable Energy Transition Facility), the AIS4EE Project (Accelerating Innovative Start-ups for Energy Efficiency), and the IEEP Project (Accelerating energy efficiency in large industries through energy management systems, system optimisation and the promotion and adoption of energy efficiency in small and medium-sized enterprises)—presented updates on the implementation progress of these projects and submitted related documentation for Steering Committee approval.
In conclusion, Deputy Minister Nguyễn Hoàng Long assessed that all the projects are important, urgent, practical, and aligned with the context and orientation of sustainable energy transition. He also acknowledged the efforts of all implementing organizations in achieving positive results.
He emphasized that the outcomes of this session will help consolidate the cooperative foundation between Vietnam and the EU in the new phase. Ambassador Julien Guerrier congratulated Vietnam on completing the disbursement schedule as planned, recognized the positive results of the projects, and expressed agreement to adopt the proposed work plan.
