Hanoi, 12 August 2026 – The Ministry of Industry and Trade (MOIT) and the Delegation of the European Union (EU) to Viet Nam jointly convened the Annual EU – Viet Nam High-Level Policy Dialogue at the MOIT office under the framework of the EU – Viet Nam Sustainable Energy Transition Programme (SETP).

The dialogue took place as Viet Nam had submitted its request for the fifth budget support disbursement and supporting documents under the SETP. The meeting was co-chaired by H.E. Mr. Truong Thanh Hoai, Vice Minister of Industry and Trade, and H.E. Mr. Julien Guerrier, Ambassador of the European Union to Viet Nam, with the participation of representatives from the Ministry of Finance, the State Bank of Viet Nam, departments under MOIT, and other relevant stakeholders. The objective of the dialogue was to share and discuss the EU’s initial assessment of the Government’s fulfilment of the general and specific conditions for the 5th budget support disbursement.

The European Union and the Government of Viet Nam are working closely to advance a sustainable energy transition through the SETP, which was signed on 31 December 2021 and is being implemented during the 2022–2027 period with a total grant budget of EUR 142 million, of which EUR 121 is provided in the form of budget support. To date, the EU has made four budget support disbursements, amounting to a total of EUR 78 million. The programme reflects the EU’s long-term commitment to supporting Viet Nam in achieving its net-zero emissions target by 2050, while building on and scaling up the achievements of the EU – Viet Nam Energy Sector Policy Support Programme (2018–2021).

Within the framework of the Global Gateway Strategy and the European Green Deal, the EU reaffirms its commitment to accompanying Viet Nam in addressing climate change, promoting a clean energy transition, and advancing towards the goal of net-zero emissions by 2050. The implementation of the Global Gateway Strategy in Viet Nam focuses on green economy, circular economy, sustainable development, education, and skills development.
In January, the European Union and Vietnam elevated the relationship to a Comprehensive Strategic Partnership, reflecting the two sides’ shared ambition to deepen cooperation on energy security, climate action and a just transition. The Annual EU – Viet Nam High-Level Policy Dialogue continues to reaffirm the close and long-standing partnership between the two sides, while making a tangible contribution to Viet Nam’s sustainable energy transition.
