Hanoi, 16-18 September 2026 – The EU – Viet Nam Sustainable Energy Transition (EVSET) Facility, in collaboration with the Center for Energy Information and Electricity Market Development (EAVCED) under the Electricity Authority of Viet Nam (EAV), Ministry of Industry and Trade, organised a training course on the fundamentals of energy statistics. This was the first course in a series of tailored training and capacity-building activities supported by the EVSET Facility to strengthen EAVCED’s capacity in energy statistics, establishment of an energy database, and development and operation of the Viet Nam Energy Information System (VEIS).

The training course was attended by EAVCED officials, staff members and employees. The course focused on providing participants with foundational knowledge and skills in the collection, processing, management, analysis, presentation and dissemination of energy statistics – essential capacities for the focal entity responsible for implementing VEIS, managing the national energy database and coordinating the provision of national energy information.

Under the guidance of Dr Shahab Qureshi, an expert with the EVSET Facility, participants were introduced to core topics in energy statistics, including statistical concepts and methods; classification of energy products; measurement units and conversion factors; energy flows; and data requirements under Circulars No. 34/2019/TT-BCT and No. 42/2024/TT-BCT. The course also covered practical aspects of energy data management, including data collection methods, statistical sampling and surveys, data modelling, quality assurance and data security.

Participants gained basic knowledge of developing energy statistical products, including energy balances; energy efficiency indicators; energy security indicators; energy market and trade information; and energy trends and outlooks. Practical exercises were integrated into each topic to strengthen participants’ ability to apply the knowledge in their professional work. The course also introduced international practices and recommendations on energy statistics, drawing on examples from the United Kingdom and Australia, as well as world energy statistics compiled by the International Energy Agency (IEA).

The training contributes to strengthening capacity in energy statistics and energy data management and to the gradual development of a centralised and harmonised energy database to support monitoring and assessment of energy sector development and the formulation of data- and evidence-based mechanisms and policies.

This training programme is funded by the European Union through the EVSET Facility, as part of the EU–Viet Nam Sustainable Energy Transition Programme (SETP). Through SETP, the European Union is supporting Viet Nam’s transition to a cleaner, more sustainable and resilient energy system, with EUR 142 million in grant funding.
