The third SETP Steering Committee Meeting

On December 4, 2024, in Ha Noi, the third meeting of the SETP Steering Committee was successfully held, co-chaired by Deputy Minister of Industry and Trade, H.E. Nguyen Hoang Long, and European Union Ambassador to Viet Nam, H.E. Julien Guerrier. The meeting focused on reviewing the disbursement progress of budget support under the SETP, assessing the implementation progress of four complementary support projects, and approving their work plans for 2025.

In their opening remarks, Deputy Minister Nguyen Hoang Long and Ambassador Julien Guerrier welcomed the attendees and emphasized the significant role of the SETP in supporting Viet Nam’s energy transition toward achieving its net-zero commitment made at COP26. They highlighted that the high-level collaboration between the Ministry of Industry and Trade (MOIT) and the European Union not only strengthens diplomatic ties between Viet Nam and the EU but also advances sustainable energy development in Viet Nam.

Regarding budget support under the SETP, the first disbursement in 2022 and the second in 2023, totaling 48 million EUR, have been fully disbursed. The disbursement documents for the third tranche have been submitted to the EU and are currently under review for approval.

During the meeting, representatives of the four complementary support projects provided updates on their implementation progress and outlined their proposed work plans for 2025. The EU – Viet Nam Sustainable Energy Transition Facility (EVSET Facility) has been actively conducting 14 technical support activities for agencies under MOIT. Additionally, the project is extending support to non-MOIT entities and the Viet Nam Energy Partnership Group (VEPG), contributing to the facilitation of energy policy exchange through a dedicated platform.

The Accelerating Innovative Start-ups for Energy Efficiency (AIS4EE) project has launched its Accelerator Program for energy efficiency, attracting 164 registrations from 23 countries and advancing to the next stages of implementation. The project has also identified key challenges and proposed policy recommendations to foster innovative start-ups focused on energy efficiency in Viet Nam.

The Accelerating energy efficiency in large industries through energy management systems, system optimisation and the promotion and adoption of energy efficiency in small and medium-sized enterprises (IEEP) project has surpassed most of its targets for strengthening institutional and policy frameworks. It has conducted training for 389 industrial personnel and is actively implementing 12 demonstration sites focused on energy management systems, system optimization, and energy efficiency.

The Public Awareness Raising on Renewable Energy and Energy Efficiency in Viet Nam (PAR3E) project has completed extensive research, including a situation assessment of Viet Nam’s energy sector in renewable energy and energy efficiency. The research covers four key target groups: government bodies (public sector), micro-, small-, and medium-sized enterprises, commercial banks/financial institutions, and media networks. This work has been conducted in Ha Noi, Da Nang, Ho Chi Minh City, Lao Cai, Nghe An, and Bac Lieu.

In conclusion, Deputy Minister Nguyen Hoang Long and Ambassador Julien Guerrier commended the significant efforts of the four complementary support projects in achieving substantial outcomes in 2024. Looking ahead to 2025, Viet Nam aims to accelerate the implementation of key energy transition policies, including the revised Electricity Law, Direct Power Purchase Agreement (DPPA), and rooftop solar development. This underscores the critical importance of effective collaboration among MOIT agencies and the complementary support projects in advancing the SETP’s objectives.

The Steering Committee concluded the meeting by approving the proposed work plans for the four projects. Additionally, a high-level MOIT-EU visit to power sites in the Mekong Delta is scheduled for December.
